早在1987年，各地的一些编辑家、编辑学者和热心研究编辑理论的老编辑，就倡议成立中国编辑学会 。当时，由于成立全国性学术团体或研究组织。1988年5月，北京地区出版界的23位长期从事编辑工作的老同志，鉴于出版事业的迅速发展，出版改革不断深化，编辑学术研究有待加强的形式，联名发出倡议，仿效上海等地的做法，建立北京编辑学会，把中央一级出版社和北京市属出版社的编辑力量进一步组织起来，更加有计划有组织地开展研究活动，为编辑出版事业做出应有的贡献。此议，得到新闻出版署和中国出版发行科学研究所的支持。同年8月，新闻出版署委托特邀顾问、中国出版发行研究所所长边春光同志出面，召开倡议人座谈会。研究建立北京编辑学会和起草学会章程（草案）等问题，并决定成立了筹备委员会，推举王耀先、邵益文等九人为筹委会常务工作组。之后，筹委会发出了章程（草案），征求意见，迅速得到了110多家书刊出版单位的响应，并有几百人要求申请入会。
