只找到中文的:试论经济发展与环境保护的关系 在工业经济快速发展的今天，环境问题已越来越受到人们的广泛关注。如何正确处理好经济发展和环境保护之间的关系，实现两者“双赢”，已成为全社会共同面临的重要问题。本文结合常山县_镇实际，就经济发展与环境保护的关系进行粗浅的探讨。 一、_镇经济发展与环境保护的现状 位于“中国胡柚之乡”的常山县城北郊的_镇，是衢州市四大强镇之一，这里蕴藏着丰富的矿藏资源，现已探明的石灰石储量为10亿吨，石煤储量3亿吨，无论在储量上还是品位上均居全省首位。依托资源优势，建材、轻钙等资源消耗型企业发展迅猛，目前全镇有工业企业96余家，其中水泥企业3家，轻钙企业10家，石灰立窑12家，石灰生产加工企业20家等，到2005年，全镇工业生产总产值已经达到5亿元，工业利税达到3800万元。但是，在工业经济快速发展的同时，也带来了一系列的环境问题，尤其是原有土法烧制的土窑，石灰加工棚、一批石灰石石煤破碎点磨粉点，吃进矿石，也“吐”出了大量的烟尘，加上水泥、轻钙企业、石煤开采企业的环保投入和管理不到位，使_镇成为全省有名的污染重灾区，老百姓深受环境污染之害，环境污染纠纷频繁发生，极大的阻碍了_镇社会经济的进一步可持续发展。当前经济发展与环境保护的矛盾主要有以下几种： 1、区域生态环境意识淡薄。一方面，当地群众环境保护意识较为淡薄，_镇几十年的污染现状使得当地老百姓对环境污染都习以为常，只有当自身利益受到直接损害时才会去寻求赔偿和保护；另一方面，绝大部分当地企业主缺少环境意识和社会责任感，不愿意在环境保护设备方面增加投入和加强管理，甚至经常性闲置环保设备并偷偷排污，往往牺牲和破坏环境以追求经济效益最大化。还有当地基层不少镇村干部的环境保护意识也有待于进一步提高。 2、经济发展与生态环境保护不够协调。主要表现在以下几个方面：区域生态破坏现象比较严重；固体废弃物产生量太大且产生二次污染；资源破坏和浪费现象比较严重；大气环境、水环境的污染比较严重，环境质量低劣。但区域经济总量不强，持续发展能力差，2002年单位面积gdp产出仅为029亿元/平方公里，属于极低的水平。 3、经济增长方式仍旧属于粗放型增长。_镇的经济增长主要靠传统的产品和传统的生产方式来增长，属于粗放式增长。表现为：产品质量比较差，技术水平比较低，产品附加值低下；石灰石资源比较丰富，但开采、加工技术比较落后，环境污染严重并存在严重的隐患；企业规模比较小，竞争力不强。 4、资源型工业经济带来严重的环境压力。随着石灰石开发强度不断加大，水泥、轻质碳酸钙、石灰等产业不断扩大，特别经济强镇战略不断推进，资源型工业发展带来了巨大机会，同时，资源型工业经济结构对环境带来巨大的环境压力，水泥的粉尘、噪声污染，碳酸钙的尘、污水的污染，石灰的二氧化硫、固废污染，石灰石、石煤等资源开采造成的生态环境破坏等。 5、政府有关部门管理不力和执法不力。作为一个工业企业众多、污染严重、经济相对较为发达的衢州市经济重镇，没有相应的环保管理机构，缺少相应的专职环保人员，镇政府多年的环保工作更多的是协调处理群众环境污染、纠纷和协助环保局开展收缴排污费等工作；县环保部门的监察执法力量也较为薄弱，缺少有专业知识的环保工作人员和工作车辆，难以应付日益严峻的环境污染现状，同时，执法和管理力度不够，对环境污染行为较为宽容，造成企业存在“违法成本较低、守法成本较高”的不良思想，缺少较好的措施以推进环境污染整治工作。 二、正确处理经济发展与环境保护关系的对策 当前我国正处在工业化快速发展期，处在环境污染、资源消耗的高峰期，环境状况距离全面建设小康社会的要求有相当大的差距。我县确定了“工业立县、特色发展”两大战略，作为经济强镇，如何在加快发展的同时，切实保护好环境，促进人与自然的和谐发展，这是面临的最严峻的挑战之一。笔者以为，只有牢固树立和认真落实科学的发展观，通过经济发展来解决环境问题，通过解决环境问题来促进发展，走发展与环境保护双赢之路，才能实现科学发展。 绿色消费市场和资源回收产业，优化产业结构。由于历史原因，我镇有部分行政村造成了比较严重的污染，如：灵湖溪、石木岭溪流域。如果这些历史遗留问题解决不好，势必影响全镇环境这盘大棋。因此，必须痛下决心及时清除现有的污染源的同时，加大资金和技术投入，从根本上改变其环境现状。 4、把环境保护作为现代城市管理中的重要环节，坚决落实环境保护的责任制度。一是建立协调有效的环境管理机制。打破条块分割管理体制，建立健全跨部门、跨行业、跨地区的环境管理综合决策机制。依法明确各职能部门在环境管理工作中的职责，增强政府部门之间的协商与合作，建立起有效的管理运行机制和反馈机制。二是强化各项行之有效的环境管理制度的落实，包括环境保护规划制度、环境影响评价制度、“三同时”制度、污染源限期治理制度、现场检查制度、排污许可证和总量控制制度、排污收费制度、污染事故报告及处理制度等。三是强化环境监督管理。环保部门要根据《中华人民共和国环境保护法》及有关法律，加强监督管理，严格环保执法。同时，保障公民的环境知情权、参与权，鼓励公众参与环境保护和监督，让广大公众积极参与到环境活动、环境决策、监督中来。依法加大对环境违法行为的处罚力度，解决违法成本低、守法成本高、执法成本更高的问题。 5、把环境保护作为改善人居环境的重要环节，集中精力解决突出的环境问题。改善人居环境，不仅仅是改善市民的住房条件。要充分发挥环境保护的文明发展与协调稳定功能，以人为本，下决心解决市民广泛关注，影响环境质量和日常环境生活质量的突出环境问题。强化饮用水源的环保严管措施，保证饮用水安全。采取有效措施保护灵湖溪资源，确保生态环境改善。继续整治水泥、碳酸钙、石灰煤烟污染。大力改善新区环境，创建绿色环保文明社区，提高市民生活环境质量。同时，要着力加强农村环保工作，重点抓好畜禽养殖业污染防治和保护农村饮用水源地，确保农产品基地环境安全。
